A US shop and a China shop can quote the same CNC part two to three times apart. Buyers pause over whether that gap is still real or a leftover assumption from ten years ago, before wages moved and tariffs changed the math.

The gap is real, but narrower than the figures most articles still quote, and it is only one factor in the decision.

Both countries hold legitimate use cases depending on the part. A high-volume aluminum housing with no regulatory flags behaves nothing like a low-volume titanium bracket bound for a defense program.

The labor-rate gap between the two countries is one input, not the verdict. The comparison that matters runs on volume, part classification, and total landed cost.

What do CNC Labor Rates Actually Cost in the US and China?

Labor is the heaviest cost input in CNC machining. The number is knowable, yet most published versions of it are out of date.

The median wage for a US machinist runs about 27 dollars per hour, or 56,150 dollars a year, per the most recent Bureau of Labor Statistics data. A CNC machinist in China earns closer to 10 dollars per hour fully loaded, meaning wages plus mandatory employer contributions, based on current salary surveys and employer-cost data.

Many articles still quote 25 dollars against 5 to 7 dollars. That comparison is out of date, and Chinese manufacturing wages have climbed for a decade straight. Today the real gap sits closer to two and a half to three times, not five.

Tooling and fixture costs have mostly converged since both sides now buy from the same global suppliers. Setup and changeover costs still reward long runs in both countries because fixed costs divide across more parts as volume grows.

Wages are only part of China’s pricing structure; the structural cost drivers behind it run deeper.

Four cost factors carry the comparison, and two of them have already converged.

How do Lead Times Actually Compare?

A US shop running a production order typically quotes 4 to 8 weeks. A China CNC shop tends to quote 2 to 4 weeks for the same volume, measured from order to finished part.

Air freight from China adds 3 to 7 days on top of that, which narrows the gap without erasing it. Once freight and customs clearance sit on top of the quoted machining time, a domestic shop’s shorter delivery leg starts to matter more.

For buyers running just-in-time schedules, that shorter leg can flip the comparison entirely. Local supply can beat an offshore machining-time advantage once total lead time, not just shop-floor time, is counted.

When does Reshoring or Near-shoring Actually Make Sense?

Five reasons pull production back toward the US or keep it from leaving in the first place: None of them is about sentiment; all of them are about risk that surfaces later if ignored now.

  • ITAR-controlled parts. The International Traffic in Arms Regulations, or ITAR, has treated China as a prohibited destination since the embargo that followed the 1989 Tiananmen Square events, codified into law in 1990. Under the regulation’s policy of denial, the Directorate of Defense Trade Controls generally denies requests to export ITAR-covered defense articles or technical data to China. Parts on the US Munitions List cannot legally go there, regardless of price.
  • Tariff exposure. Stacked Section 301 tariff exposure on Chinese mechanical parts can add substantially to landed cost. On price-sensitive parts, that addition can outweigh the labor savings entirely.
  • Supply chain resilience. Buyers caught by the disruptions of 2020 and 2021 now price in a resilience premium for single-source offshore dependency, even when the unit price still favors China.
  • IP sensitivity. A part that reveals proprietary assembly logic carries higher risk offshore without an NNN agreement and file-handling controls in place. An NNN covers non-use and non-circumvention, the two gaps a standard NDA leaves open.
  • Time zone and communication. Same-time-zone engineering support shortens the design-iteration loop, and that speed matters more on complex or fast-changing parts than on stable, high-volume ones.

Where does China CNC Keep a Structural Advantage?

The reshoring case is real, and it does not erase the reasons buyers still source in China. Three of those reasons are structural rather than cyclical.

Volume is the largest. On high-volume precision parts with meaningful labor content in the unit cost, China’s rate advantage compounds across every unit produced.

Process consolidation follows close behind. A part that needs machining, casting, and finishing across three separate vendors picks up cost and schedule risk at every handoff. The buyer question is not whether a Chinese shop can be certified. It is whether a specific shop is certified, audited, and current, and that question applies to any supplier anywhere.

What does the Reshoring Math Actually Look Like?

US manufacturing labor costs have kept climbing. Tooling and capital equipment costs sit close to global parity, which leaves labor and tariffs as the two variables that move the decision.

Reshoring for tariff avoidance pays off once the tariff differential exceeds the per-unit cost premium of building domestically. Below that line, offshore production still wins on price.

The trend is real at scale, not just in headlines. Government incentives ranked as the top-cited factor in 2024 reshoring decisions, ahead of workforce availability and supply chain risk. More than 244,000 reshoring and foreign-direct-investment jobs were announced that year, per the Reshoring Initiative’s 2024 Annual Report.

How Should a Buyer Decide Between China and US CNC Machining?

Everything above collapses into five questions. Answered in order, the decision mostly makes itself.

  1. What is the regulatory classification of this part? ITAR status rules China out before cost is even a question.
  2. What is the annual volume? Higher volumes favor China’s labor-cost and utilization advantage.
  3. What is the IP sensitivity of the design? Higher sensitivity favors domestic production, or offshore production protected by an NNN agreement.
  4. What is the total landed cost, tariff included, not the unit price sitting on the quote?
  5. What is the acceptable lead time once freight and customs sit on top of the machining time?
